Description of problem:
If a subcomponent was inactive, the subcomponent selector should't list the subcomponent in enter_bug page.  But subcomponent selector should list the subcomponent in advance search page. Because the inactive subcomponent still associates with some bugs.

5.0.2.rh2

How reproducible:
100%


Steps to Reproduce:
1. Login with admin
2. Inactive RHEL7-->kernel--> core subcomponent 
3. Go to advance page to search RHEL7-->kernel--> core subcomponent bug

Actual results:
The core subcomponent can't show in subcomponent selector in advance search page

Expected results:
The core subcomponent can show in subcomponent selector in advance search page

Verified the issue.
version 5.0.2.rh5
The result is PASS.
