Description of problem:
Graphical install stage fails on most ATI HW and fallback to text mode fails as well.

How reproducible:
100%

Steps to Reproduce:
1. Try to install el6.8 with an AMD/ATI video device

Actual results:
Graphical stage doesn't come up and fallback fails

Expected results:
Graphical stage working, or at least functioning fallback
