Setup: 
 1. Ensure the 'nomodeset' kernel parameters are not set in your bootloader
    configuration.
 2. Ensure the file /etc/X11/xorg.conf does not exist, or is a valid file that
    uses the valid driver.

Steps to Reproduce: 
 1. Run the command sleep 2 && xset dpms force off

Actual results: 
Display doesn't go black.

Expected results:
After 2 seconds the display should go black. It should recover correctly when
the mouse is move.
