Description of problem:

After successful deployment, see 3 warnings every 30 seconds in log

TP3 RC2

How reproducible:

Uncertain, believe 100%

Steps to Reproduce:
1. Install RHEL-OSP
2. ssh into Overcloud Compute node
3. Examine /var/log/messages

Actual results:

Every 30 seconds:
Mar 31 08:03:54 localhost os-collect-config: 2016-03-31 08:03:54.861 8263 WARNING os-collect-config [-] Source [request] Unavailable.
Mar 31 08:03:54 localhost os-collect-config: 2016-03-31 08:03:54.861 8263 WARNING os_collect_config.local [-] /var/lib/os-collect-config/local-data not found. Skipping
Mar 31 08:03:54 localhost os-collect-config: 2016-03-31 08:03:54.861 8263 WARNING os_collect_config.local [-] No local metadata found (['/var/lib/os-collect-config/local-data'])

Expected results:

No warnings

Additional info:

/var/lib/os-collect-config/local-data directory does not exist.  Merely creating it only removes 1 of the 3 warnings
