Description of problem:
When installing the guest tools on Windows without a mouse, it's impossible to select the "Install" button.

How reproducible:
Tried on a Windows 7 x64 VM

Steps to Reproduce:
1. start RHEV Tools setup 3.6.5 on a new vm
2. press next, select components, press next
3. a window appears which has three buttons - Back, Install and Cancel
4. try to select Install button using Tab

Actual results:
Tab only switches between "Back" and "Cancel" buttons

Expected results:
Tab switches between all three buttons

Additional info:
It's possible to use the Install button by pressing "I"

This was an issue for me as the fresh Win7 VM did not have guest tools installed and that's why the mouse was broken. However installing mouse drivers without a mouse turned out to be harder than expected.
