Description of problem:
HornetQ live-backup pair does not fallback as expected during a long running network outage, leading to a split-brain status. 


Version-Release number of selected component (if applicable):
JBoss-EAP-6.4.6



Steps to Reproduce:
1. Configure a live (NodeA) and a backup (NodeB) server using data replication.
2. Start the live server, then the backup server
3. Pull the network cable from the live server (NodeA)
4. The backup server takes over and becomes the live server instance
5. Please plug the network cable back to NodeA
6. NodeA starts and remains active while NodeB is in active (live) mode

Expected results:
The NodeA is required to take over from NodeB
