Since I needed the python-matplotlib package for GRASS GIS 7/EPEL, I create a package at python-matplotlib package for EPEL7 https://copr.fedorainfracloud.org/coprs/neteler/python-matplotlib/ Source: http://koji.fedoraproject.org/koji/packageinfo?packageID=3607 (with this change in SPEC file: "global with_html 0" rather than 1): Built Packages: python2-matplotlib 1.4.3 python2-matplotlib-doc 1.4.3 python2-matplotlib-gtk 1.4.3 python2-matplotlib-gtk3 1.4.3 python2-matplotlib-qt4 1.4.3 python2-matplotlib-tk 1.4.3 python-matplotlib-data 1.4.3 python-matplotlib-data-fonts 1.4.3 python-matplotlib-debuginfo 1.4.3 My package lacks however the wx backend for matplotlib, see also bug #1309744. But at least I am able to build GRASS GIS 7 on EPEL7.
Please note that matplotlib is now included in CentOS 7.2. Unfortunately, I'm not sure which RHEL channel contains it.
