Plugin Guide

Describe the issue: 

A new plugin type has been added, SLAPI_PLUGIN_BETXNEXTENDEDOP. A new function handler is added also, SLAPI_PLUGIN_EXT_OP_BACKEND_FN, which is used for an exop plugin to "hint" what backend the exop will work on to enable a transaction to correctly be started.
