1. Install NGN 4.0.
2. Login the 4.0 and check "virt-who & subscription-manager" package.

Actual results:
"virt-who & subscription-manager" are missing from the NGN 4.0

Expected results:
"virt-who & subscription-manager" should be included in the NGN 4.0

virt-who and subscription-manager are downstream only packages.

Thus they should not be instaleld in the upstream image.

In downstream, we already include a manual patch to include those but let me send a patch that helps automation.

Moving back to ASSIGNED because the first patch got abandoned.

For now the script won't be used for now and the downstream we already provide such deps.  so closing the bug.
