Description of problem:
I am trying to follow this guide https://access.redhat.com/articles/2126521#Createanewcertrequest 
And when I try to access the URL https://access.redhat.com/ecosystem/partners/certification, and get redirected to https://hardware.redhat.com/index.cgi I don't see a link Create on that page. However after three times of logging unlogging, I finally have found the link. But I can not do that again.

How reproducible:
To get to a Create link I have done:
1. Open https://access.redhat.com/ecosystem/partners/certification
2. Click Login
3. Login
4. Duplicate tab
5. Login
6. Open Create request in separate tab

I think that is really weird way to get into the systems
