Description of problem:
Unable to boot from a bootable volume that is larger than the volume size specified in the flavor.

How reproducible:
Every time

Steps to Reproduce:
1. Create a bootable volume
2. Attempt to launch an instance with a flavor volume size smaller than the bootable volume

Actual results:
Instance fails to launch

Expected results:
Instance launches

Additional info:
There appears to be an upstream patch for Liberty, is it possible to backport this to OSP 6? https://bugs.launchpad.net/nova/+bug/1457517

Upgrading to at least openstack-nova-2014.2.3-35.el7ost seems to have resolved this issue.
