Description of problem:
werken-xpath fails to build in F23 and F24 due to recent Koji change - weak dependencies were disabled.

Failed f23 and f24 scratch-builds:

I believe that this bug is fixed in werken-xpath-0.9.4-15.beta.12.7,
which is available in updates for Fedora 23, so I am closing this bug now.
