Description of problem:
The base rhel7 container image does not include tar. This makes it hard to use out-of-the-box to deploy custom applications

rhel7.2

How reproducible:
always

Steps to Reproduce:
1. docker run -i -t rhel7.2 /bin/bash
2. tar --version

Actual results:
tar: command not found

Expected results:
tar exists

Changes like this should be discussed in Project Atomic upstream first.
