Description of problem:Language is set to pt-br in horizon, however error shows up in English. The error is invalid credentials when logging into horizon with the wrong password.

0. Set language to pt-br in horizon
1. attempt to log into horizon with the wrong password
2.note that error is in English

This is fixed in OSP-8, manila-ui is in tech preview.
