koji calls imagefactory, which calls oz, which calls libvirt, which does the install in a kvm guest. the error is in the virtual machine guest. thanks for looking at it
This bug appears to have been reported against 'rawhide' during the Fedora 25 development cycle. Changing version to '25'.
