Description of problem:
rh_ext_bz_regex has been removed from config.yaml, it needs to be added  to the database and the ET admin page.

QA environment(5.0.2-rh7)
Result: Pass
Steps:
1.Could add/delete/update regex in admin external tracker
2.This new/old regex could apply to external tracker well
