I can't replicate this issue with EAP 6.4 with the given instructions? Updating configuration works just fine and also EAP 6.4 says that encoding isn't even required (and multiple examples have it nulled).

Has this been fixed earlier or was this a bug in some EAP version?

Rested in JON 3.3.9 + EAP 6.4.16. Configuration update is working correctly -> closing.
