This bug might be a reasonable alternative. At least, it would solve the problem of Ops and QE being unable to pull globally from a secured registry. https://bugzilla.redhat.com/show_bug.cgi?id=1331191

The team triaged this issue and came to following consensus:

Service Catalog is enabling cross-project information sharing for secret/configmap
Service Catalog is anticipating dynamic updates to sourced secrets/configmaps, which should cover the core of this use case.

The use case as described in RFE explicitly is unlikely to get implemented outside of above pattern.
