Description of problem: A string ' File' needs to be translated on Authoring - Artifact repository page

How reproducible:
always

Steps to Reproduce:
1. Login with ja_JP locale
2. Go to Authoring -> Artifact repository page
3. Click on 'Upload'

Actual results:
Observed that the sting 'File' is untranslated.

Expected results:
The string should be translated.

Issue present in es_ES, pt_BR and ru_RU locales as well.

It is not localized for all support languages.
