Description of problem:
Couldn't install CloudForms(downstream nightly image from http://file.cloudforms.lab.eng.rdu2.redhat.com/builds/cfme/downstream_nightly/20160411_174642/) on GCE provider

How reproducible:
100%

Steps to Reproduce:
1. Followed the installation guide http://file.bne.redhat.com/~dayparke/Red_Hat_CloudForms-4.0-Installing_CloudForms_on_Google_Compute_Engine-en-US.pdf

Actual results:
Couldn't connect to VM via ssh and couldn't access to CloudForms interface via external IP

Expected results:
Access CloudForms via IP and ssh.
