Description of problem:
After upgrading a 3 controllers with ceph storage backend deployment from 7.3 -> 8 2 cinder-scheduler binaries show up for the 'hostgroup'(one of them is down):

My tests haven't revealed an actual issue caused by this but I'd expect to have a single hostgroup cinder-scheduler binary, as it shows on a fresh 7 or 8 deployment.
