Description of problem:

The customer wants to configure a "read-only" role who can read rules but cannot update the rules (and other assets). "read-only" role was available in BRMS 5.

Customer is eager the following functions::

- Built-in "read-only" role which allows read-only access to assets
- Being able to configure a custom "read-only" role by editing workbench policy.properties.
