Description of problem:
[ALL LANG] Unlocalized menus and column titles in 'Add panel to the current page' dialog.

jboss-bpmsuite-6.3.0.ER3

How reproducible:
100%

Steps to Reproduce:
1. Login bpms with ja_JP/zh_CN locale.
2. Click Dashboards -> Business Dashboards.
3. On Showcase workspace, click Create a new panel in current page button.

Actual results:
[ALL LANG] Unlocalized menus and column titles in 'Add panel to the current page' dialog.

Expected results:
They should be localized.
