rhscon-ceph Requires: "ceph"

How reproducible:
always

Steps to Reproduce:
1. yum install rhscon-ceph-0.0.8-1.el7

Actual results:
rhscon-ceph tries to install ceph

Expected results:
rhscon-ceph should not try to install ceph

Additional info:
"ceph" is a meta-package and we will not ship it in the product. It is present in Brew, but not present in productdb, so it will not ship to customers.

Tested with 
rhscon-ceph-0.0.34-1.el7scon.x86_64
and it's ok.
