Description of problem: During capsule sync, I see "[foreman-tasks/action] [E] RPM1004: Error retrieving metadata: Not found (Katello::Errors::PulpError)" in the logs. Sync fails with multiple "RPM1004: Error retrieving metadata: Not found" messages.
