Description of problem:
Package kit has switched meaning of nexer/older version. Problem appears while installing jHBuild in the newcomers guide in the Fedora 23.

How reproducible:
Just follow this guide https://wiki.gnome.org/Newcomers/BuildGnome .

Also IRC log:

rluzynski	paupav: if it's just PackageKit-glib or few more PackageKit-* packages then don't worry and downgrade all. Do worry if it tries to downgrade half or more of your system...
aday	rluzynski: ah right. i'm still on f23 - maybe that's the problem
rluzynski	aday: being f23 is not a problem because libappstream is managed by jhbuild. No matter how old is your basic system jhbuild should pull the newest libappstream from sources, build and install it.
rluzynski uses older systems quite often

rluzynski	hughsie: from paupav's report it looks like PackageKit has switched meaning of newer/older version. What happens: jhbuild asks for a specific (or newer) version of a package => pk finds a newer version but mistakes it as older => tries to upgrade, fails because the newest version is already installed => reports to jhbuild that the version installed is too old => jhbuild does not work.
hughsie reads backtrace
rluzynski	hughsie: http://pastebin.com/RNXzvzJ2
hughsie	paupav, what's the original error?
rluzynski	hughsie: E: PackageKit: Error running transaction: package nspr-4.10.8-2.fc23.x86_64 (newer than nspr-4.12.0-1.fc23.x86_64) is already installed
paupav	I don't even know what are you asking lol. I can't build "Your First Build" on Newcomers guide
https://wiki.gnome.org/Newcomers/BuildGnome
aday	rluzynski: thanks for the advice - got it built
paupav	would downgrading to Fedora 22 solve my problem?
hughsie	paupav, not sure; perhaps refrshing would help
"pkcon refresh force"
rluzynski	paupav: downgrading f23=>f22 may be impossible, consider installing a virtual machine if you have f23 and need f22.
paupav	I mean removing fedora 23 and installing fedora 22
rluzynski	paupav: probably not worth the effort. Also if you have spotted a bug in pk then it should be fixed or otherwise many people will fall into the same problem. Thanks for spotting, btw. :-)

Comment 1 Paulo 2016-04-22 08:38:36 UTC
That problem appeared when I tried to install jHBuild. If thats your only problem solution is to upgrade to fedora 24 beta. I can't confirm that bug in PackageKit was solved.

Comment 2 Fedora End Of Life 2016-11-25 07:25:30 UTC
This message is a reminder that Fedora 23 is nearing its end of life.
Approximately 4 (four) weeks from now Fedora will stop maintaining
and issuing updates for Fedora 23. It is Fedora's policy to close all
bug reports from releases that are no longer maintained. At that time
this bug will be closed as EOL if it remains open with a Fedora 'version'
of '23'.

Package Maintainer: If you wish for this bug to remain open because you
plan to fix it in a currently maintained version, simply change the 'version'
to a later Fedora version.

Thank you for reporting this issue and we are sorry that we were not
able to fix it before Fedora 23 is end of life. If you would still like
to see this bug fixed and are able to reproduce it against a later version
of Fedora, you are encouraged change the 'version' to a later Fedora
version prior this bug is closed as described in the policy above.

Although we aim to fix as many bugs as possible during every release's
lifetime, sometimes those efforts are overtaken by events. Often a
more recent Fedora release includes newer upstream software that fixes
bugs or makes them obsolete.

Comment 3 Fedora End Of Life 2016-12-20 20:04:05 UTC
Fedora 23 changed to end-of-life (EOL) status on 2016-12-20. Fedora 23 is
no longer maintained, which means that it will not receive any further
security or bug fix updates. As a result we are closing this bug.

If you can reproduce this bug against a currently maintained version of
Fedora please feel free to reopen this bug against that version. If you
are unable to reopen this bug, please file a new report against the
current release. If you experience problems, please add a comment to this
bug.

Thank you for reporting this bug and we are sorry it could not be fixed.
