Description of problem:
After the installation, the keyboard layout specified during installation is not retained. It gets set to default and needs to be changed again after installation.

Version-Release number of selected component (if applicable): system-config-keyboard-1.4.0-4

How reproducible: Always

Steps to Reproduce:
1. Install RHEL 7.2
2. Specify Keyboard Layout during installation
3. Check the keyboard layout after installation

Actual results: Keyboard layout sets back to default

Expected results: Keyboard layout should be set to the one specified during installation

I cannot reproduce this with the latest 7.3 nightly. I set the lang/keyboard to de and it is still set upon reboot of the system.

Please retry with the current nightly.
