How reproducible:
100%

Steps to Reproduce:
1. Login bpms.
2. Click Deploy -> Rule Deployments.

Actual results:
[zh_TW] Unlocalized string 'Container' in Deploy -> Rule Deployments page.

Expected results:
It should be localized.
