Description of problem: When a package is 'Recommends: ...' in the spec file, dnf seems to install it after the package of the spec file. Instead, it should be installed _before_ (if possible). Then the packages should be sorted by weak deps first at rpm transaction.

This bug appears to have been reported against 'rawhide' during the Fedora 26 development cycle. Changing version to '26'.
Fixed in rawhide/F27 now as of rpm >= 4.13.90.
