bug is in libvirt not neutron

See my comments in But 1331310 - except for one customer comment, I fail to see any evidence this could be caused by a libvirt bug, and see a lot of evidence to the contrary.

I'm not yet closing the libvirt bug (pending a reply to my questions), but am re-opening this one to make sure it gets proper attention from openstack. (actually, based on the launchpad bug that is referenced, I'm inclined to believe that at least the failure to set a vlan tag is due to a kernel/NIC driver bug)
