VSphere 6.0 environment; CF 4.0

Cloud Forms is able to Provision VMs, utilize C&U features and all other requirements typical in a VSPHERE environment. 

However, Power-On operations do not work.
 
Reproducible 100%

Symptoms:

During provisioning, when VM is set for “Power On Immediately After Completion” Virtual Machine does not power-on.  In addition, with a separate Automate Method calling VM.START Virtual Machine within VSPHERE does not power-on.

David, do you see any errors in the logs related to VMware Power On operations?

I see this problem in CF 5.5.2.4.20160127105142_395c086 talking to vCenter 5.5.

The VMware environment is small, with only 8 VMs total. 5 of those VMs are running; the environment has no clusters nor folders.

When a VMware VM was provisioned as a result of a self-service catalog operation, the VM was powered on at the end of the workflow. See attachments. The VM 'delete-me2' is created and left powered on as expected.

When navigating to Infrastructure -> Virtual Machines -> delete-me2 and selecting Power Off from the Power drop down menu, the task appears to be executed but the VM is not powered off. There are no errors in the logs, and the 'My Other UI Tasks' displays the power off action as expected. See attachments.

Powering on is also not working from the same page, on a different VM (one that is obviously powered off).
