I installed Fedora-Workstation-netinst-x86_64-24_Beta-1.4.iso

Then I installed the other desktops with dnf.

When starting openbox, ibus starts, but it does not work. 

See screenshot.

Oh, it works when I go back to gnome, change the language to Japanese, log out, choose openbox, and log in.

So the problem occurs only when I change the language to English (US)
in gnome, then logout and log in to openbox.

In that case, the problem occurs in xfce as well, if the system
language is English (US), ibux does not work in xfce but if the
language is Japanese it works.

OK, this does not seem to be a bug, apparently ibus is not started
by default for en_US.UTF-8 locale on purpose on non-Gnome desktops.
For Gnome it starts always, but for xfce, openbox,... it starts
by default only in ja_JP.UTF-8, zh_CN.UTF-8, ... but not in en_US.UTF-8, de_DE.UTF-8, ...
