Internally I was told the online dev preview registry was at registry.dev-preview-int.openshift.com, but I cannot find this information via any other means, I don't think regular users have permissions to look around for it via oc commands. Users will need to be informed of this prominently as it's probably quite important for normal usage.
The registry and API URL would be nice to see here as well: https://console.dev-preview-int.openshift.com/console/about
Note: The registry URL has been added to the new user welcome email for the OpenShift Online 3 Developer Preview.
