The command to enable a repo in subscription manager on the 'register content host' page is not correct. It should be 'subscription-manager repos --enable=rhel-\*-satellite-tools-\*-rpms'

To reproduce:

On content hosts page, navigate to 'register content host' button and view the instructions on that page.

the command in step 4 is as below, 

4. If you want to use client tools such as katello-agent or puppet, the satellite-tools repository will need to be enabled

subscription-manager repos --enable=rhel-\*-satellite-tools-\*-rpms
