Changing to 2.3 since this is now targeted to 10 and Newton will support HDP 2.3 and 2.4.

According to our records, this should be resolved by openstack-sahara-5.0.0-4.el7ost.  This build is available now.

Sahara can successfully provision an Ambari 2.3 cluster based on RHEL 7.3 instanced created using sahara-image-elements and run the sahara-scenario tests.
