1.  Start a longer repo sync (one that runs for at least a few minutes, such as epel)
2.  While its syncing, run 'katello-service' restart
3.  Once everything comes back up the task will be 'paused', but:

* it can't be resumed
* the cancelled step can't be skipped (ISE)

Does 6.3 and upstream still behave this way? If not, can we close this out.
