Steps to Reproduce:
1. LANG=fr_FR.UTF-8 man 8 netstat
2. Sentence like "Vous  pouvez  voir  l’ t" show up

Expected results:
Should be "Vous pouvez voir l'état" etc.

Additional info:
The man pages don't seem to be in UTF-8 or ISO8859-1

Man pages are in iso8859-1, anyway I will add conversion to utf-8 in
new rawhide.
