Description of problem:

In the horizon dashboard if the list for instances/hypervisors/.volumes etc.. is large then one page there is a <<next>> navigation link in the lower left bottom corner after 20 counts. However, no <<prev>> link to go back less than 20 counts. It is same every 20 counts. 

For example, in the bottom left

Displaying 20 items | Next »

But no way to comeback other that browser own Previous page button.

Same with Packstack / rdo version of OSP 8.

Fixing this requires several patches. This effort is being tracked under https://bugzilla.redhat.com/show_bug.cgi?id=1126413

Some fixes will be added to OSP-9, some will get in later.
