This is part of the fixup to perf_capture_timer. It should have gone out in 5.6.1

This was a culmination of about 15 PRs. I do not have the list.
This is also one of about a dozen BZs all saying the same thing "cap&u collection takes too long"

I'm sorry, it proved too difficult to keep track of them all.
