Description of problem:
When a compute node is removed using the procedure in https://access.redhat.com/documentation/en/red-hat-openstack-platform/8/director-installation-and-usage/92-removing-compute-nodes it leaves the cloud in an unclean state, with nova service-list and neutron agent-list still containing the node. 
The document mentions removing the node from nove services, but not the neutron agent.

If BZ#1346072 is not going to be fixed, we need to add the commands to remove the leftover neutron agent
