Description of problem:

/var/log/messages has configuration file marked executable.

Steps to Reproduce:
1. Deploy OpenStack Undercloud using QCI
2. Examine /var/log/messages
3.

Actual results:

date time host systemd: Configuration file /usr/lib/systemd/system/openstack-nova-scheduler.service is marked executable. Please remove executable permission bits. Proceeding anyway.
