Currently Heketi does not have any working directory. Its using current working directory.

for example: 

heketi-cli setup-openshift-heketi-storage

will store heketi-storage.json file in current working dir

same for pv json file

heketi-cli volume create \
--size=100 \
--persistent-volume-file=pv001.json

Heketi should have its working dir.

setup-openshift-heketi-storage has a flag which can be used to specify file location.
