Since OSP8, Ceilometer needs wsme 0.8

After some investigation we don't need to change the wsme version for OSP8, we can just revert one commit to fix the new functional CI job.

I have missed to said, that Ceilometer is not the only WSME consumers and other works on 0.7 only in OSP8. 0.7 is also the one selected on upstream requirements repository.

OSP9 is not impacted it ships WSME 0.8.

The stated code changes are present as of openstack-ceilometer-5.0.4-2.el7ost and remain in the rebase to 5.0.5.
