Additional info:

With a metapackage, the end-user could install a minimal RHEL 7 system, subscribe it to the appropriate repositories, then say: yum install qci-tripleo

The package name is fusor-tripleo and has a provides for qci-tripleo so you can either:
yum install fusor-tripleo
or:
yum install qci-tripleo
