Description of problem:
When in text mode I can create a PV but not create a VG.  This makes it impossible to do an LVM install on a machine that lacks a mouse or is otherwise incapable of the GUI install.

Boot a machine with no mouse and try to create a LVM volume group on an empty disk.

Yep, text mode doesn't support all of the same features as graphical.
 We're far more limited in screen real estate as well as toolkit richness.
