Login page

After launching one deployment, subscription manager login page is still accessible. This in theory should not be the case since the manifest is already uploaded from the previous deployment.

Reproduce steps:
 - Launch deployment
 - Create 2nd deployment
 - Fill out information until you're automatically redirected to step 3A. Review Subscription
 - Click on 3. Subscription in the navigation tab.
 - Click logout and login as a different user.
