This is a well known MTU issue. We backported the needed fixes in our packaging. I will just need to update the version where it's fixed, and close the bug.

Please validate with 7.2.0+ and fresh TripleO heat templates and see if it's better now.

According to our records, this should be resolved by openstack-neutron-7.2.0-5.el7ost.  This build is available now.
