Description of problem:
I can't update Rawhide, because dnf doesn't get latest packages from repositories.

Version-Release number of selected component (if applicable):
dnf-0:1.1.9-6.fc26
rpm-0:4.13.0-0.rc1.41.fc26

How reproducible:
Always

Steps to Reproduce:
1. dnf update
2. 
3.

Actual results:
Latest packages shown are from 08/11/2016

Expected results:
I am able to get latest updates

you can use --refresh, but actually there is no updates in rawhide repo.

How can there be no updates in rawhide for a week?

See, I don't see any updates here -> https://dl.fedoraproject.org/pub/fedora/linux/development/rawhide/

I am too looking for that single bug that is preventing rawhide compose for a week now.
