Description of problem:
1) ./configure fails if mvn is not installed even if --with-maven=no
2) the spec file is using %mvn_build which use offline mvn but also use make which uses online mvn; even if we accept this, it fails in fedora rawhide checking for mvn binary since maven is not a build requirement.
3) make distcheck is failing after ./autogen.sh --system; ./configure; make distcheck

This bug is in high severity, with a blocker? flag, targeted to 4.1.0-alpha. Please fix ASAP or defer to beta or reduce severity.

There is an issue with make distcheck.

This should not be blocker. Changing severity.

make distcheck never worked. We need to make sure it work but it should not prevent the release.

This issue is not a regression, make distcheck never worked. Anyway it does not have any real impact, package is build correctly, so moving to 4.2
