The style file "portland.sty" is missing in the distribution of texlive of Fedora 24.

The style file "portland.sty" has been distributed in the past in the package texlive-misc209 containing:
tex(example.sty)
tex(hangcaption.sty)
tex(multind.sty)
tex(portland.sty)
tex(psboxit.sty)
tex-misc209
texlive-misc209

In Fedora 20 the package has been:
Name : texlive-misc209 	
Version : svn18001.0 	Vendor : Fedora Project
Release : 5.fc20 


There might be a workaround using the lscape and pdflscape package (see http://texcatalogue.ctan.org/entries/portland.html). I have not tried this because I need the old portland.sty .

I have read that some years ago there have been licensing issues with the package, but this has not been confirmed. Perhaps they are anyway solved by now.

The license issues were not resolved. The "misc209" component in texlive which included portland.sty was removed from upstream texlive a number of years ago, and has never been re-added. If you want to get portland.sty, either download it and manually install it (I believe you were the one who documented how to do this in bz1192705) or open a bug with texlive to get it readded (https://www.tug.org/texlive/bugs.html). The licensing on portland.sty is not clear (aka, there is no license I can find), so I am not comfortable adding it as a Fedora specific addition.
